chore(theme): 更新主题配置信息

- 修改主题名称为 Horizon-shiran
- 更新作者信息为 shiran
- 移除 about_url 链接
- 更新 license_url 指向新的代码仓库地址
- 移除 learn_more 链接
- 保持主题版本号为 0.0.1
- 保留 svg 图标配置
